About the FSE - the FSE On-Topic Divisions
Fan culture is diverse. Hence, networks providing particular services relevant for football fans (e.g. fans’ embassies services, services and consultancy for disabled fans etc) can develop their work under the umbrella of FSE as so called on-topic divisions.
On-topic divisions would cover e.g. campaigning and lobbying, consultancy services and/or networking, etc and are ideally financially independent from the core funds of the network. The FSE Committee approves the creation of an On-topic Division with a two-thirds majority.
Currently there are two on-topic divisions: FSE Fans’ Embassies & FSE Disabled Fans’ Rights.

What is a Fans' Embassy?
Fans’ Embassy is the name that has been given to an advice, information and support service for travelling football supporters, particularly those visiting a match or tournament abroad.
The provision of a fans’ embassy service can form a very constructive and positive part of the hospitality programme at a tournament.
Though absolutely not to be considered a tool of the policing authorities at a tournament, experience has shown that the presence of a fans’ embassy service, with its provision of accurate information and promotion of goodwill between supporter groups, can reduce feelings of insecurity and exclusion among supporters, thereby contributing to a reduction of tensions that can cause troubles and in the worst case even engender violence.
